What has to change around something before using it becomes normal practice?

Sometimes the intervention is ready before the conditions around it are.

Earlier

The intervention remained the obvious place to improve.

Improve the thing. Explain it better. Train people. Remove friction. These are reasonable responses when use is not yet becoming normal practice.

Later

Some of the resistance sat outside the intervention.

Process, authority, incentives, capability, infrastructure, and norms could determine what happened after the intervention was introduced.

In those cases, improving the object did not automatically change the conditions carrying it.

What this revealed

A system can be ready long before the conditions around it are.

The readiness of the intervention and the readiness of its environment can move at different speeds. The surrounding conditions therefore become part of the problem even when they are not part of the object.

Which surrounding conditions are actually designable — and which must be treated as constraints?

The question remains open because not every condition can be changed directly, and not every context gives the designer the same degree of control.
